上个世纪四十年代末随着解放战争的胜利，在我国南方许多城市农村需要大批从北方已解放地区的干部参与城市、农村的管理，南下干部就是在这种背景下才产生。本剧表现了这个群体到了南方特别是到了上海这样的大都市后面临的种种问题，他们要学会管理城市、管理工业、他们要与潜伏特务、土匪斗智斗勇，还要警惕糖衣炮弹的袭击；他们面临着爱情的选择，家庭的重组。本剧通过对孟思远、唐志先、陈家善、王三成、娄振、司徒梅、周玉、老骡头、刘小钟从山东"南下"到上海的这批南下干部的战斗经历、工作经历以及他们的情感历程给观众呈现出在那火热年代里，我党走过的这段不平凡的历程。
