施仕纶，晋江人，清初名将施琅之次子，康熙23年任江苏泰州知府，政绩斐然，被康熙赞为“江南第一清官”，被百姓尊称为“施公”。施公5年后转任杨州知府，在师爷白杨、发妻表妹柳青衣、捕头杜康和捕快丁忠、丁孝等忠勇、机智之士的协助下，寻获离奇失踪的十三皇子胤祥，揭露并挫败了鳌拜之后德南等人的阴谋，并与胤祥结下不解之缘。随后，施公又连破郡王尔齐身世引发的连环血案以及理郡王府强夺“风水宝地”致死人命案。施公因面对奇案，破案手法巧妙，面对皇亲国戚强权不畏惧，为百姓谋福祉，被后人尊为与唐朝狄仁杰、宋朝包拯齐名的中国古代破案“三公”之一。
