长白山某林区发生森林大火，武警森林部队某部马踏湖大队大队长姜猛孟华带领部队立刻扑入火场。刚从森警指挥学院毕业的中队长齐大川，带领两个留守战士抄近路，率先赶到了被大火威胁的榆树沟军用弹药库。为了保住弹药库，齐大川和副县长马春风发生冲突，齐大川“骗”走马春风，果断采取以火攻火的战术，使弹药库和上千名群众生命安然无恙。齐大川在扑火战斗中发现了部队存在的问题，他雄心勃勃，要建设一支高水平，高素质、高科技的森警队伍。大队长姜孟华是一位德高望重的老森警，他从心里喜欢齐大川的闯劲，但对他的一些做法又不能接受。两个个性极强的军人之间，总是磕磕碰碰，矛盾不断。
