If the customer confirmation packet is not received, the server retransmits for the first time, waits for a period of time but still does not receive the customer confirmation packet, and retransmits for the second time. If the retransmission number exceeds the maximum retransmission number specified by the system, the system deletes the connection information from the semi-connection queue. Note that the waiting time for each retransmission is not necessarily the same.
