For spoofing attacks, the first thing to consider is to choose the address. For the attack to succeed, the host on the spoofed IP address must not respond to any SYN-ACK packets sent to them. A very simple method that an attacker can use is to disguise only one source IP address, and this IP address will not respond to SYN-ACK packets, perhaps because there is no host on this IP address at all, or because some configuration has been made to the address or network properties of the host. Another option is to disguise many source addresses, and attackers will assume that hosts on some of these disguised addresses will not respond to SYN-ACK packets. To implement this method, you need to recycle the addresses on the list of source IP addresses that the server wants to connect to, or make the same modifications to hosts in a subnet.
"Can afford to lose" seems to be a low profile, but in fact it is not easy to do it. What can really afford to lose is either young enough or has a sufficient reserve of resources.
