《暗礁》由Poppy Montgomer y及Ken Sanzel共同开发，剧中讲述前飞贼的女主Cat Chambers当起了问题解决者（《寻人密探组 Without a Trace》及《记忆神探 Unforgettable》的Poppy Montgomery饰），她为一处犹如天堂般的太平洋小岛的总督处理各种问题；Cat的犯罪过去令她最为了解罪犯的想法，因此她对这工作可谓是得心应手。
