故事讲述革命青年容亨抵达北京后，于当时动荡的时局里，所发生的一段段曲折感人故事。容亨（潘志文）抵北京后，巧遇其姐容达（鲍起静）与姐夫梁节操（王伟），而亨此行乃代表南方政府为谈判事而来，为了解北京实况，往访任教于北京大学的顾学儒（刘纬民），得学儒之邀加入国事研究社，并得学生周启华（刘松仁）为私人助理。亨应邀到北京大学演讲，邂逅上海大亨之女施婷婷（米雪），婷婷初与启华相好，但遇上亨后，便对启华冷淡，启华无奈，唯决意退出情场，寄情于学运与革命事业。南北政府谈判破裂，亨被勒令离境，却暗中潜回，于幕后策动五四运动，深得启华及大部分学生支持，亨行踪被节操发现，遂设计捕亨。亨被判死刑，幸得婷婷及其父之助，得免死，改判终身监禁；而达与节操亦为此事夫妻反目。众人为了营救亨，牵引也一串串故事。
全苔湾同仇敌忾，志在四海，士兵将领与家人离别，南洋各路雇佣兵来此集结，重金挖来的葡萄牙中层将领亦以到位，徽王府斥资两百万两，拿出近乎一半的财富，只为豪夺四海。
一旁的章平见到这情景，心知不妙，一定是出什么大事了。
