该剧讲述了解放前夕，在国民党监狱工作的小市民赵包子遭遇地下党员葛红菱，在她的影响下逐渐进步，并一同设计营救狱中地下党员、进步人士的动人故事。赵疙瘩是个旧式农民，抗战结束后投靠了在国民党监狱任副职的表舅，做起了厨子。狱中，赵疙瘩一心攒钱迎娶同乡兄弟方贵的妹妹，当他结识了关押在狱中的女共产党员葛红苓之后，思想发生转变。天津解放前夕，组织上得到了赵疙瘩的配合与帮助，营救了狱中同志。赵疙瘩希望葛红苓胜利之后嫁给自己。天津解放，葛红苓得知恋人蒲剑已死，准备履行诺言嫁给赵疙瘩。婚礼当天，赵疙瘩被指认是加害蒲剑的凶手，多亏逃走的敌监狱长暴露才使真相得以大白，历经波折的赵疙瘩感情升华，拒绝了葛红苓同赴北京的请求。三十年后，已是垂垂老人的葛红苓身患癌症，终于找到一直务农的赵疙瘩，两位老人紧紧相拥在一起。
