1958年初春，新疆维吾尔自治区掀起大跃进的高潮。绿洲农业生产合作社副主任帕塔木汗，从内地学习回来。她积极响应上级关于粮食自给的号召，主张到沙园子开荒种粮。但社主任哈斯木认为绿洲社一向是以经济作物为主，粮食的来源主要靠买政府的商品粮，今后仍然要坚持这样的原则。他在投机商人木沙牙行的怂恿下，一心要搞副业赚钱。帕塔木汗并不反对发展副业，但她认为增产粮食是根本。她不顾哈斯木的反对，依靠贫下中农，组织社员去开荒，并得到沙园子农业合作社主任哈力克和社员们的热情帮助，种上了小麦。不料就在麦苗茁壮成长的时候，刮起了八级大风，飞沙淹没了麦田，也摧残了不少果树。帕塔木汗马上组织群众抢救，而哈斯木则认为麦子已无法挽救，不如放弃算了。在大家忙着抗灾的时刻，木沙牙行和地主吐然伯克却在一边幸灾乐祸，并煽动哈斯木把一部分副业队的人拉出去打短工，并且要把社里的棉、菜种籽带到自由市
